Description
According to xapian.org the last version in the 1.4 branch is 1.14.18 . This is reiterated at https://xapian.org/download .
https://github.com/xapian/xapian/commit/03061cb32ba2c78d9202620874df56312ebaf9ed says Xapian 1.4.19 was released in June 2021.

1.4.18 is the current release (we're overdue a release, not helped by travis-ci stopping actually supporting FOSS builds despite public statements they would continue).
The NEWS files on the RELEASE/1.4 branch are just the current draft versions. Unless there's a tag, there definitely isn't a release yet, and really the website front page and download page are the definitive source.
